Access control test do the wrong thing if project hasn’t already been published

The “Should not publish a project it doesn’t have access to” test fails when another account hasn’t already published the application it is checking against. This test might need to run on its own: login as one account, publish a project, logout, login as the test account, publish, check returned message to ensure there is an error.
