move to StateDiffSet in catchup mode in consensus #970

StateDiffSet (SDS) is a list of all state changes and events for specific transaction
suggest to use it during catchup to avoid EVM execution - it will improve performance for sync, indexer and archive and improve security for features like BITE2 and confidential token
