investigate rotation mechanics compatible with `BITE2` protocol

need to come up with rotation algorithm that is compatible with BITE2 protocol.
the main issue is that with BITE2 blockchain stores data encrypted with current committee keys. in order to guarantee integrity of that data we need re-encryption algorithm to support transition from one committee to another
