Adopt dot-file for dynamic environments

Tests which running after deploy are defining environments but they should re-use URL from deploy

The deploy job should use https://docs.gitlab.com/ee/ci/pipelines/job_artifacts.html#artifactsreportsdotenv file to save the URL of RA to be used by later jobs
