[Bug] Repository fork fails to initialize - All the Workflow runs are failed.

Summary
After fork, The repository is supposed to automatically run action and pass the workflows, but all the workflows are getting failed.

How to reproduce
Click "Copy Exercise" in README
Fork repository
Wait 30 seconds or much longer
Observe that all the runs are getting failed.
