Redirect to concept scheme page does not work for multilingual slash URI vocabs with namespace URI as vocab URI #330

Originated in dini-ag-kim/fdm-lernziele#3
The problem:
- The URI for the concept scheme is
https://w3id.org/kim/fdm-glossar(the vocab namespace URI minus slash) - The vocab is multilingual (de/en)
- When I resolve the concept scheme URI, I come to an Apache directory listing: https://w3id.org/kim/fdm-glossar
Desired behaviour:
When I resolve the concept scheme URI, I will end up at the HTML page for the concept scheme (currently located at https://skohub.io/dini-ag-kim/fdm-lernziele/heads/main/w3id.org/kim/fdm-glossar.html) in the language requested by my browser.
