implement minimal set of message handlers to support small file transfer

Following handlers are sufficient to allow transferring a file that is 1k or less:

• handshake
• request
• data
• ack
• have

This should be done ASAP after the related unpackers are complete -- nothing like real world interop to make things more interesting.
