The collection does not fail when dealing with systemd services on a system without the router installed

To reproduce this, run the integration test on a system without skrouterd: the job will fail when testing the access to the exposed service, and not during the setup.

As the skrouterd binary is required for systemd sites, the setup should have recognized it is missing and failed.

I'm not sure whether that's a test problem on the integration tests, or a collection problem.
