skupper.v2.resource fails silently for invalid names

If an incorrect name is given in the definition field of a skupper.v2.resource call, the resource is simply ignored, and the task reports as {"changed": false}.

Here, incorrect may be simply having an uppercase letter.

For a user executing the collection, it may be quite disconcerting: the playbook executes, no errors are reported, but the resource does not get created, while its task reports that no changes were required.
