The rotation gizmo isn't very precise with its raycasting. In 3D it may be frustrating to grab it due to the precision required and rarely under very specific angles it isn't possible at all, while in 2D it is overtly generous with the bounding volume.
Solution: Implement a full torus raycast, or use a mesh raycaster.
