Consider putting YAML in the repo and moving tgz in the GitHub releases

• putting YAML in the repo
  e.g., Ray: https://github.com/ray-project/kuberay-helm
• moving tgz in the GitHub releases
  e.g., Ray: https://github.com/ray-project/kuberay-helm/releases

like most other Helm chart repos. Thank you! ☺️
