Hyperstack support

I am working on adding Hyperstack cloud support to the SkyPilot.

The Hyperstack is a small provider with competitive pricing, and I believe it would be a good addition to the set of supported clouds.

I plan to create a PR after the new code works as expected.
However, some issues will probably remain. Maybe some edge cases will be missing, or some tests will be missing, or something else.
Is this still a good approach for a contribution?

Yes, that sounds like a great approach! There is a document linked from the SkyPilot docs describing how to implement a new cloud.

I think I went with the more complex ray provisioner approach.
Everything just started to work.
I will see if it is better to convert this to the cloud-api approach.
