Does skypilot have a quota model for resource sharing?

We're looking for a system where teams/users can have a certain amount of guaranteed quota (e.g. 16 H100s, 64 A100s).

Beyond the guaranteed resources, remaining idle resources should be shared equally among all oversubscribers.

Does skypilot support a quota system like this or can this be achieved by combining k8s + slurm + skypilot?
