You can get the current cursor position with:
var caretPosition = quill.getSelection(true);

function insertThing(in_thing)
{
  symbol = in_thing;
  quill.focus();
  var caretPosition = quill.getSelection(true);  // get current cursor position
  quill.insertText(caretPosition, symbol);
}
