User Impact:
Users relying on Voice Access are unable to interact with critical controls like ‘Save’, ‘Edit’, and ‘Remove’ using voice commands, which blocks task completion and reduces accessibility and independence in Windows.

Pre-Requisites:
Turn on Voice Access

Repro Steps:

1. Open the URL: https://quilljs.com/playground/react in edge/chrome browser.
2. Playground page will open.
3. Press tab key to navigate to the edit section and select 'Hello' text suing shift + right arrow key.
4. Press shift tab key to navigate to the link control and press enter key.
5. Navigate to the 'Hello' link, 'Hello', 'Edit' and 'Remove' control will appear.
6. Verify whether user is able to access the 'Save', 'Edit' and 'Remove' controls with Voice access 'Show number', 'Click', 'Move to' commands in windows or not.

Actual Result:
User is unable to access Interactive 'Save' control in 'Enter Link' popup and the 'Edit' and 'Remove' control in 'Visit URL' popup with Voice access 'Show number', 'Click', 'Move to' commands in windows.
