Check if this is unnecessarily leaving some resources used indefinitely and could be freed instead.

I checked, there are only 4 PR deployed, so it does not look like we are leaving them behind. Probably there are some errors in workflow (already found one) that cause workflow to be triggered even if there is no PR deployed. Leave issue open, I will check it and close it.
