publicationStmt: under fileDesc or under sourceDesc/biblFull?

There are two places in DTABf for a tei:publicationStmt or tei:editionStmt:

• under tei:fileDesc
  • (currently used for tei:publicationStmt with tei:availibility/tei:license from dv:license and tei:publisher from dv:owner and tei:date from mets:metsHdr/@CREATEDATE)
  • (currently used for tei:editionStmt/tei:edition from mods:physicalDescription/mods:digitalOrigin)
• under tei:biblFull
  • (currently used for tei:publicationStmt/tei:publisher from mods:publisher|mods:dateIssued|mods:place under mods:originInfo)
  • (currently used for tei:editionStmt/tei:edition from mods:edition under mods:originInfo)

Is this really correct? (Shouldn't we at least differentiate the tei:idno identifiers between then two?)
