RBAC objects get deleted on Upgrade

RBAC objects get deleted when running a helm upgrade, completely breaking the deployment.

Further investigation shows that this chart is actually EXPECTED to do this kind of stuff.

And another unrelated bug in the chart is what breaks the deployment.
