Get rid of all unnecessary conditional compilation #cleanup

Most of the conditional compilation is not necessary.
Use a scheme similar to what the RoarVM uses to make sure that most code is compiled all the time.
This reduced the maintenance issues and makes sure that the code at least compiles.
