CLI: make it more convenient to format `smithy-build.json`'s `sources`

Currently, the `format` command of the CLI requires a positional argument for the file/directory you want to format.

It would be great to have a flag, or make it the behavior for no-parameter calls, so that you can automatically format whatever `sources` are in `$(pwd)/smithy-build.json`.
