[c-wbz] Update to use bzip2's new Rust implementation

https://trifectatech.org/blog/bzip2-crate-switches-from-c-to-rust/ Was causing symbol collisions with another crate importing bzip2, forcing us to use a .dll for this library in some builds. Should just work now!
