Installing neural-subgraph-learning-GNN on RHEL 8.5

I am trying to install on a server running RHEL 8.5.  It looks like the installation requires torch version 1.4.0, which in turn seems to only be compatible with up to CUDA 10.1. However, it also looks like CUDA 10.1 is compatible with only up to RHEL 8.0.

Will this package work with newer versions of torch that will work with a newer version of CUDA compatible with RHEL 8.5?
