Add stdeb.cfg: package as aprscot (Replaces python3-aprscot)

The Makefile's faux_latest expects deb_dist/aprscot_*-1_all.deb but
stdeb defaulted to python3-aprscot, failing the v8.0.0 release build.
Also standardizes naming with adsbcot/aiscot/dronecot/lincot.
