feature: add declined state to talk states

Talks now have 3 states: Pending Review, Accepted, Rejected

It would be helpful to add a 4th - Declined - to notate speakers who were accepted but then had to decline. This helps me so I can notate them so I know not to send them accepted speaker info but also differentiate them from Rejections so I don't send them a rejection email either.

it would also help to add a Confirmed state. that would allow setting things to Accepted when we accept (this implies not published) but then flip it to confirmed when the speaker replies to confirm (this is when it would publish).

and also a Withdrawn state. so there's a place to put talks where the speaker doesn't confirm so we can mark it not happening but not rejected because they shouldn't get a rejection email.

@kcbraunschweig double checking – should speakers still be allowed to make changes to their session once it's been either "Accepted" (unpublished) or "Confirmed" (published)?

Yes. We expect them to edit and add additional details or attach copies of their slides, etc
