Create proposal form shows success message even when there was an error in the server

To reproduce:

1. Try to add the proposal to a WG that of which the user is not author (see List of groups in WG form should be only the list of groups to which the user is member #70)
2. The proposal creation will fail in backend but the message in UI will be success.
