ESLint 10 support

Currently if a package depends on ESLint 10 and I want to use Sheriff I can only do so by applying an override in package.json which is not an ideal solution.

@rainerhahnekamp is there an ETA for the support?
in our company it's strict not to use unsupported version and I know in a couple of months eslint will drop the support for eslint 9
