cli: Pre-test hook

Would be great to have a hook for people to write scripts that can be run before anchor test and anchor build. This would be useful, for example, to build non-anchor programs.

May I add that it would be amazing to have post-hooks as well for these commands (including anchor deploy).

For instance, we could have a post-hook that copy/paste the IDL file into a custom folder after deployment (to ensure it contains the program ID inside the metadata — see #855 (comment))

We have a need for this. It would be good if this was somewhere within Anchor.toml maybe:

post-build = "./scripts/share-idls-with-frontend.sh"
post-deploy = "./scripts/run-migration.sh"
