deps: Update everything to SDK v3 (#266)

#### Problem

The SDK v3 crates have been out for some time, but the repo is still on
the older version.

#### Summary of changes

Bump everything, no other changes needed! I noticed that the test-sbf
feature still existed, but isn't being used at all, so I removed it.
