Add a possibility adjust time tracking granularity

Now solidtime tracks per second and it seems not possible to not adjust that, at least not in reports.

It would be good to be able to have a setting per organization or project where tracking or reporting granularity is set. Options could be something like:

• per second (today's behavior)
• per started X minute
• per started X hours

(where X is a user provided value)
