Deactivating an account moves the user to their own organization

Description

Deactivating an account makes the account a placeholder in the current organization which is the intended behavior. However, it also creates a new organization under the user's name, places them in this organization and a copy of the same user is created in the admin panel user list.

Steps To Reproduce

1. Have an active user (User A) in Organization X.
2. Deactivate User A.
3. User A is converted to a Placeholder.
4. See another user created (visible in the superadmin panel) and then placed into User A's Organization.
5. User A maintains access to their account but on their own organization.

what would be the expected behaviour for you here? or the exact issue you are facing? as far as i can tell this is the intended behaviour.

I'm pretty sure the user that logs in stays the same, we duplicate the user for the placeholder to separate them. I don't think turning a user into a placeholder should delete the account of a user, a user can be in multiple organizations, and an organiazation owner should not have the power to delete someone elses account. Or am I missing something?

@Onatcer yeah you're right. In that context where a user could be part of more than 1 organization, it makes sense.

It is an issue for us since the use case for our self-hosted instance is for users to only be part of 1 organization and when they are removed, we expect them to no longer have access to their accounts.

Of course, the workaround is to just delete the user from the superadmin panel. But maybe an option to permanently remove a user and make them a placeholder via the superadmin panel would be helpful.
