Fix Portal IdP SPI bugs caught through Denis' workshop/testing

@djannot recently went through Portal IdP/OAuth implementation and caught some bugs. 
Issues were created for them in the `solo-projects` repo, and I created a parent issue in this IdP issue to track those sub-issues.
