build-bot running against long-lived cluster

build-bot is running with kubecontext gke_solo-public_us-central1-a_test-cluster-roles, which includes services over 4 years old. At the moment, we're unsure if build-bot tests rely on this cluster or if they just happen to have it in context.

We should investigate this and remove the dependency/integration.

Since this is a solo-owned cluster, if it is a dependency, that will need to be changed as part of the k8sgateway migration anyway.
