Doesn't honor JAVA_TOOL_OPTIONS, which is a recommended way of passing java_opts.#245

Using JAVA_TOOL_OPTIONS is a recommended way of setting up extra args for java runtime. Jib uses same. Currently squashctl doesn't honor this and give exception about can't find port.
