FEAT: Allow for specified BOT users to bypass checks

We have situations where automated Bots open PR and/or make commits. Bots cannot sign the CLA.

Interesting. At the moment, that PR is only complaining about unsigned commits. A assume a bot can sign commits right?

Eventually, the-cla app will likely complain about a missing CLA, but I don't see it yet...(munching popcorn).
