Exchange ha_state and ha_term between hamgrd #77
Description
In NPU DASH_HA_SCOPE_STATE table, there are peer_ha_state and peer_ha_term fields. The need to come from peer hamgrd in the same ha-set.
Proposal: hamgrd ha-scope actor registers with ha-scope actor in the peer hamgrd for state update. They can exchange ha_state and ha_term whenever there is an update.
