Description
if ha_set object is not created first, when creating ha_scope, haorch cannot get
- ha_set_oid (for ha_scope sai attr)
- is it a dpu ha or eni scope ha? Which Eni to be updated with the ha_scope id
Hence, hamgrd needs to ensure DASH_HA_SET_TABLE is present before DASH_HA_SCOPE_TABLE in the DB for haorch to consume.
