Admin Control setup to allow custom ACLs.

Thank for taking the time to fill this feature request fully. Without it we may not be able to , and the issue may be closed without resolution.

🙍 Problem Statement

I'd like a method to add custom admin control via static configuration, so that i'm able to add custom ACLs for my environment.

❔ Possible Solution

Adding additional functionality to be able to take a list of access directives with list of users and build an access array to iterate over and add the custom acls we want to deploy. Custom data access groups and other acls we use ldap to manage.
