Are requirements published somewhere?

I looked on space.ros.org and don't see requirements published yet. I see them here though, are these published somewhere on a web server?

No, they aren't published (yet). So far, this directory was intended to hold the requirements for new modules, such as the Eventing and Telemetry subsystem. Back-ported requirements should reside (IMO) with the specific packages. Something we can discuss.
