As follow up to JP-4142, we identified a few improvements needed for the cube_build interface:

1. We should assign cube output names in the pipeline instead of the step and remove the "pipeline" step parameter.

2. We should clean up usage of the "output_type" parameter, especially for NIRSpec.

In addition, we should increase unit test coverage for cube_build, including the linear and nonlinear wavelength options.
