Cube build sometimes records negative RA in CRVAL1

Issue JP-4322 was created on JIRA by Melanie Clarke:

As reported in a helpdesk ticket, cube_build sometimes records negative RA values in the FITS WCS header keywords.  It should record values in the 0-360 range.

For example, for program 5014 obs14 on MAST, I see jw05014-o014_t007_nirspec_g235h-f170lp_s3d.fits has CRVAL1 = -155.0170018055, jw05014-o014_t007_nirspec_g395h-f290lp_s3d.fits has CRVAL1 = -155.0170002885.
