Require pytest

We currently don't require pytest, since it's only used for tests and the generate scripts which are only needed by a handful of users. Almost all of those users, however, forget it and waste time figuring out why they're getting errors every time they create a new environment. It will prevent a lot of headaches if we just make it a required package.

Can you expand on how folks are creating environments, running pytest, and what errors they get? Folks working on development and submitting PRs would install with the tests optional.

We mostly encounter it from the generate scripts. Those are required to submit SIAF updates from the instrument teams. New users don't know they need pytest for those, and experienced users almost always forget. We either get an issue filed, a panicked comment on the associated Jira issue, or a self-deprecating comment about how they spent an hour or 2 debugging until they remembered what the problem was.
