Avoid editing vendored roman-technical-information ECSV files

Revert the 18 Roman_effarea_v8_SCA*_20240301.ecsv files to upstream so
users can swap in different roman-technical-information versions without
romanisim's modifications interfering. The PRISM/GRISM column rename is
moved into read_gsfc_effarea via a small column-name alias dict, which
also handles either RTI naming convention transparently.
