Create role to manage s3://cache.e4s.io

Create a separate role to grant typical CRUD privileges to specifically the s3://cache.e4s.io bucket

Which IAM user(s) will be assuming this role? Do we need a new IAM user as well?

Also, I noticed there are some existing IAM resources related to e4s. I'm not familiar with what these are used for exactly, but is it possible this is already done? See e4s-cache IAM group/e4s-cache IAM user/e4s bucket access iam policy - I'm not sure how those IAM resources are used, but on the surface they seem to do what this issue wants already 🙂
