Postcard RTK: Base Mode via TCP?

I'm trying to get a local caster working with Snip for Windows. The Postcard is mounted on the roof of the house and should send corrections in base mode via TCP.

But when I put it in base mode, it doesn't send anything via TCP. In rover mode, TCP works perfectly. Is it possible to send corrections in base mode via TCP?
