Add UART support to the toolkit

There are new products in the pipeline that would benefit from using a UART version of the toolkit as they build a L2 data frame on top of the UART L1 PHY. I think it would be in our interest to incorporate the basic L1 phy layer and an arduino port ahead of needing to design the L2 in that library.
