chore(release): v0.3.1 — model mgmt, encrypted backups, erase/uninstall

Bump package.json / tauri.conf.json / Cargo.toml to 0.3.1. Follow-up polish
on the v0.3.0 batch: in-app model management, encrypted backups for plaintext
journals, Obsidian at-your-own-risk notice, erase-all-data & uninstall, the
"password" rename, and the "Settings" tab.
