chore(release): prepare immutable-source v0.1.3 candidate (#6573)
* chore(release): prepare immutable-source v0.1.3 candidate Align Rust, npm, Python-derived and desktop release metadata and lock records without external dependency changes. Preserve incomplete v0.1.2 history, document the live availability and cadence refusal, and reject stale desktop installer metadata before publication. Co-Authored-By: GPT-6 <noreply@openai.com> * chore(release): declare v0.1.3 feature-off metadata changes Record the intentional workspace version change for PR #6573 without claiming unmeasured WASM byte or size results. Preserve the hosted feature-off and size gates. Co-Authored-By: GPT-6 <noreply@openai.com> * fix(release): pin the authorized v0.1.3 cadence exception Co-Authored-By: GPT-6 <noreply@openai.com> * fix(engine): reject exhausted JSON budgets before Rayon work An already-expired SELECT-JSON request entered the Rayon pool before its first deadline check, allowing unrelated work to delay refusal. Check the installed budget at the shared evaluator entry before scanning or emitting output. Preserve the existing two-second assertions and add an occupied-pool ordering regression plus cancellation coverage for buffered, chunked, streaming, empty, and general SELECT paths. Update API guidance and declare the feature-OFF byte impact. Validation: full g28 result-cache 761 passed and query-solution 753 passed; 20 deadline stress repetitions, 10 occupied-pool repetitions, 2 no-default tests, scoped clippy, WASM wrapper check, 86/21/7 release tests, cadence and feature-OFF guards. Independent GPT-5.5 review found no blocking issues. Co-Authored-By: GPT-6 <noreply@openai.com> * docs(engine): fit README within the template line limit Join a soft-wrapped introductory sentence and remove a stray blank between feature bullets, reducing the README from 122 to 120 lines without changing wording, links, or code examples. Validation: enforced README template across 68 READMEs and its self-test, markdownlint across 500 files, terminology across 3971 files, no-perf-numbers across 306 files, whitespace-only content comparison, and diff check passed. Independent review found no issues. Co-Authored-By: GPT-6 <noreply@openai.com> --------- Co-authored-by: GPT-6 <noreply@openai.com>

[GPT-6] New complete-release candidate after the immutable v0.1.2 attempt.
13+
Publication is not implied by this entry; use the [release runbook](docs/release.md)
14+
and require the cadence guard and hosted release verification to pass.
15+
16+
### Fixed
17+
18+
- [GPT-6] Already-expired or cancelled SELECT-JSON requests refuse before scanning,
19+
emitting output, or waiting for unrelated Rayon pool work.
20+
- GUI installer staging uses Bash 3.2-compatible glob options on macOS. The shared
21+
staging step is exercised by hermetic fixtures for every desktop platform; empty
22+
output still fails and the full release alias/provenance contracts remain enforced.
23+
- Desktop package and installer metadata now match the release version, instead of
24+
retaining the old 0.1.0 value underneath versioned asset filenames.
25+
26+
### Changed
27+
28+
- Workspace packages, Python's derived version, all three public npm packages and
29+
the desktop application target 0.1.3. Lockfiles preserve external dependencies;
30+
the private LWS crate and tooling retain their independent versions.
31+
- Release preparation and installation documentation now distinguish the incomplete
32+
v0.1.2 attempt from this new candidate. The existing v0.1.2 tag, containers and
33+
provenance remain intact; they are not rebuilt or renamed as v0.1.3 artifacts.
34+
- A maintainer-authorized cadence exception admits only the v0.1.3 recovery with
35+
pinned predecessor/tag evidence and definitive crates.io absence. All other
36+
versions retain the 24-hour minimum, and indeterminate reads still refuse.
