Update specVersion requirement in in SPDX Lite annex

Currently SPDX Lite annex has this clause:

specVersion, shall be a fixed string, “3.1.n” - where n is any supported patch version of the SPDX specification

With this PR spdx/spdx-3-model#1234 merged to update the SemVer/Version data type and made the patch version optional, do we have to update that clause in SPDX Lite?

Note that we have two places for SPDX Lite conformance points, one in spdx-spec and one in spdx-3-model:
