Documenting Serialization in the SPDX 3.0 spec

Now that we have a schema, how do we want to document this in the spec itself?

We could copy over some of the documentation from the model repo.

We could also generate documentation from the JSON schema itself.

In any case, we should have something that points to the JSON-LD schema.
