Add a UI for editing App Resources

Add a UI for editing App Resources:

• Add sp7-exclusive Institutional prefs (similar to Collection Prefs added in Statspage #2247) (instead of relaying on legacy Global prefs and Remote prefs) (Add institutional preferences #3169)
• DataObjFormatters (Add support for customizing field formats #23)
• UIFormatters (Add support for customizing field formats #23)
• ExpressSearchConfig (Simple search fields should be configurable with a UI #1152)
• Add UI for editing WebLinks #3176
• leaflet-layers
• TypeSearches (Add a Query Combobox Editor #1321)
• UI for editing DialogDefs is not needed. Instead, Specify 7 should stop using that app resource (Stop using "DialogDefs" app resource #3173)

This is not done. This issue is about replacing the text editor with a better UI for editing formatters, aggregators, weblinks and the rest
